Is Obama setting us up to lose a war with China or Russia?

Both Russia's and China's military are in a very poor state of readiness right now. Their increases in military spending are attempts to modernize and give them the ability to at least be able to defend their country. In their present state of readiness, they would have difficulty doing this.
